when parents are asked if they agree with the aspect of NCLB that mandates withholding of federal funds from underperforming schools, they begin to have serious doubts about NCLB.
What is the point of higher accountability, if there are no reprecussions (or worse, rewards: "the overwhelming view of parents is that school should receive more help if they don't measure up to standards, not less.") to fairing poorly. Give that dog a treat every time he messes up: that'll teach him to do better.
